The Latest: Biden, Congo leader discuss Africa vaccine deal

Presidents Joe Biden of the U.S. and Felix Tshisekedi of the Democratic Republic of the Congo have discussed a U.S.-brokered deal between pharmaceutical maker Moderna and the African Union to make up to 110 million doses of COVID-19 vaccine available to the continent.
