Is it legal to enter an intersection while waiting to make a left turn at a signal?

Quite often I am situated in a left-turn lane behind a vehicle waiting to turn left at an ordinary intersection with a signal light (with no left-turn arrow). The driver in the car ahead of me is signaling to turn left but does not enter the intersection.
